Arda Turan is Premier League bound according to his agent Ahmet Bulut.
"Atletico Madrid do not want to sell Arda however, if his €24 million minimum-fee release clause is activated the club will have to listen to offers," Bulut said speaking to NTV.
"A transfer to England is likely."
Atletico have rejected all previous offers for Turan insisting that any club interested meet his €24 million minimum-fee release clause.
Arsenal and Liverpool have also been closely linked with the Turkish international over the past season.
"There are a few clubs interested, Liverpool are one, and so are Arsenal," Bulut said speaking to TRT during the January transfer window.
"There are no official or concrete offers at the moment but two clubs have spoken about wages.
"He is interested in working under Arsene Wenger because he is very good at working with young players, and Arda wants to work in England."
Arsenal have been criticised for only making one transfer this summer, France U21 striker Yaya Sanogo joined the Gunners a free transfer from Auxerre.
Monaco also recently made a bid for Turan worth €18 million however, Atleti denied that the Turkish international was leaving.
Turan was signed by the Rojiblancos in 2011 for €12 million making him the most expensive transfer to leave the Turkish Süper Lig.
The Turkish international has become an integral part of Diego Simeone's Atleti side.
Turan was part of the Europa League and Super Cup winning Atleti side in 2011-12. The Atleti playmaker scored six goals in 21 games last season.
