Tottenham pair Jermain Defoe and Peter Crouch return to the fold after being dropped for the recent friendly clash with Hungary.
Shaun Wright-Phillips has also been handed a spot, but there was no room for Liverpool's new signing Joe Cole.
The Three Lions will play Bulgaria at Wembley - on Friday September 3 - followed by a clash with Switzerland in Basel on Tuesday in their first two Group G games.
The games mark England's first competitive matches since the abject failure at the World Cup in South Africa.
England will be without regulars Frank Lampard and former captain John Terry after the pair picked up injuries while on duty for Chelsea in the win over Stoke.
But there were recalls for West Ham duo Matthew Upson and Carlton Cole despite the east London club's poor start to the season.
Capello has suffered a series of blows to his reputation this summer including the gaffe which saw him call time on David Beckham's career during a TV interview ahead of the clash with Hungary.
But the Italian has since back-tracked, stating that he has not ruled out Beckham's return to the squad.
He said: 'The door is open always for all the players but now I think about the young players. They need to play more games. More experience. We know the value of the old players.
'The future is for the young players because we have to think about the Euros, but no one player is out.'
